I don't believe the ladies interpreted the findings correctly. The Governor abused her power by applying pressure to the Commissioner and by allowing her staff and the First Dude to apply pressure to the Commissioner to further investigate and discipline Trooper Wooten. In other words, the Governor brought her personal grudges with her to the Governor's office and pressured public officials to pursue a personal agenda.
