FRANK the mysterious portal weaving creature is a different character than Frank, the boy who was shot in the eye. It just happens that FRANK took the shape of Frank to appear to Donnie as something he would later recognize at the climax of the rift between universes. The part of the movie between Frank taking Donnie out of bed at the beginning (avoiding the engine) and Donnie deciding to die at the end - never happened. It was an alternate universe meant to give Donnie the ultimate choice.
@olin3434 That's not what Frank is. If you read The Philosophy Of Time Travel in the DVD extras or on the official website it says that people who die in the Tangent Universe can contact The Living Receiver (Donnie) through time. So it actually is Frank.
Frank was actually a real person. Frank was Donnie's sister's boyfriend. God just took on the form of Frank for some reason to guide Donnie back into the past. After Donnie did all the things he did, then went back into the past and let himself die, everybody still remembered the entire month in which he didn't die. They learned plenty of life lessons because of him, and that's what the movie's message was: self-sacrifice for the benefit of many.
No he wasn't her boyfriend, because there isn't actual proof of that. Sure Frank might have dropped her off at her house but that doesn't mean they are going together.

Manipulated dead have the ability to travel. The tangent universe is an endless loop and resets each time Donnie fails to send the artifact (the engine) back to the primary universe. That is why future (dead) Frank is able to communicate with Donnie, because he has already died in a previous failed attempt in a past tangent universe.

to answer Crazy's question, no Frank was not Donnie's sister's bf, he was pretty much just an anonymous friend-of-a-friend who went to the party @ Donnie's house, as a actual living person he doesn't play much of a role

Dude this is so classic. This movie was big time cult when I saw it on DVD when it first came out. We were watching the commetary and this was an awesome surprise.
