Actually, this isn't that uncommon. People lose their licenses, then drive lawnmowers, which is legal. The problem is some of them can't control their drinking and drive the lawnmower or bicycle drunk, which is not legal. I knew a farmer that drove his tractor into town to drink at the bar, then he'd try to sneak out with a beer for the ride home.
