does the whole base with the chips and stuff on it spin too? cause I wanted to make a similar project, maybe a little smaller (16 LEDs max), but I want to be able to edit the picture/animation on the go, so I also need a connection and presumably the "processing unit" to be outside of the spinning ring. wires would twist and break in less than a second. are commutators a good idea?

Regardless of if you intended, I like how you put the red LEDs on a higher plane than the green LEDs.  It provides a cool 3D effect. Very cool!
