Re-install siriport completely, the certificates, and settings...reboot your phone...dont open siri for awhile..and randomely after about 15-20 minutes try saying hi siri...it worked for me..im not sure what waiting did but it worked finally after 2 days of trying this

when you are downloading it, it will take awhile to download, it doesn't mean its stuck. What helped me is deleting things out of your task bar. That will help speed up the process. Double click the home button and hold and press on the screen till the minus sign comes up. delete everything. If that doesnt work and you are still in cydia. exit cydia and do the same thing to remove cydia from your task bar. Then try again to download it.
