This was actually a calm arrest they walked her to the car that way there woudnt be so many people watching and it would be less humilating for her. Then the cop calmly handcuffed her and probally didnt put the cuffs on tight. First off, we don't know what's going on in the video. It's impossible for us to know for sure for two reasons.

1. There's no sound.

2. The video is being filmed AFTER the fact, when they've actually arrested her. What happened before the tape started rolling? Did she disobey the officer's orders, or anything else that might be an arrestable offense? We don't know. We weren't actually there to have witnessed it firsthand.
