The Arabs are not making agriculture. You can see that 60% of the arable land in Irak is not cultivated, because Arabs do not care about irigation, modern agriculture and water management (water purification). That does not take away from the fact there are correct measures for going about the construction of a dam to prevent as little adverse effects down stream...To both people and the enviroment.
