Actually, I just saw a report that New Jersey has the fewest violations issued considering the population. They have a lot of troopers but far too many vehicles.
I have driven in many states and New Jersey has about the best Interstate drivers that I have seen. If people drove like that most places there would be huge wrecks all the time. It is almost like racing in a way.
If you think that's irresponsible, wait until you have to drive with angry, speeding tractor trailer drivers
