So if it happened once no one should be alloweed? Huge screens top protect the one who might want to jump, but ruining the whole thing for everyone.
common sense should dictate that jumping off a peir at low tide is a stupid idea, but we can't legistlate for stupidity either.

It is impossible to legistlate against stupidity.
I agree. I just don't see that its relevant given that nobody has suggested that we should.
