I don't think it's cruel. And I'm a big animal rights believer. If the dogs weren't okay with it, they would struggle or run away. Trust me, I used to dress my cats up in doll clothes and you could tell they hated it. I did it anyway. It doesn't hurt them - it's CLOTHES.
