Both of these guys are the top metal guitar players along with Randy Rhoads and Dave Mustaine. My personal opinion is that Zakk is the overall better guitar player since his style has opened up more from metal to Ozzy to his southern rock with Lynyrd Skinhead. However, I do believe that Dime can shred faster and somewhat better than Zakk. But what's not opinion, is that both of these guys kick ass.

I figured out the real answer here. Its alternate picking (zakk) vs hammer-ons and pull-offs (dime). Personally i think the hammer-ons and pull-offs make for a more fluid and less redundant sound. Both are great tho.

Its a draw, they both play a million notes per second "metaphorically speaking," and Angus Young still says more with 2 notes on the guitar than these guys said with hundreds. It just has more feeling in the notes.
