It's not that strange. It happens all the time after a rainfall when the sun comes out. It happens because the pavement is hot and the rain is cooling it off. The rain evaporates and forms steam.
I miss seeing this, even the smell is amazing. I just love the smell of a summer's rain and the feeling of being in a steam room lol. Great catch, even the angle you took it with was nice. =)
I usually see this during the winter after a VERY COLD front passes through much warmer air. Usually the streets are still "warm" from temps in the 30's. The effect is eerie but looks like dry ice steaming and it lasts a couple hours tops.
