You can test it by unplugging the pipe from WUR to the valve and chocking this pipe. You start and engine should keep its REV. You should be around 1100RPM. If you still got this prob, you should look at the air valve on the right side between admission pipes.
Hi. Maybe the valve on the left side of the engine. This valve is supposed to be closed when starting cold and be opened roughly 30s after cold start to release pressure on the WUR.
