This comment is directed to the ppl complaining this should be a penalty. If anyone should take the blame for this, it should be Foster. When Ngata is making his move passed Foster, his arm is tangled with Fosters. When he finally breaks free, his arm happens to come across high while he's trying to make the tackle. The fact that they gave him a fine is horrendous.
I watched the play a couple times. If you pay attention, Foster also pushes Ngata. Which could also affect arm placement.
