They couldn't find the original Japanese voice actors for it and leaving it undubbed means that they would have had to pay those voice actors. So they changed the voices.
I actually liked Arf's voice in the dub... And I like Fate's also, although Nana Mizuki was just a little better. But Nanoha does sound like a nine year old. It just takes a while for us who are used to listening to the Japanese voices to hear them in English. I agree, and not only that...but with regards to dubbing, sometimes it's not that easy to do such work and you have to realize that when pronouncing Japanese names in English, it's not going to sound right most of the time.
Actually, IMO, the dub was quite good, amateur voices or not. Sure, some of the voices could grate (I think Nanoha's was a bit too high pitched at times) but considering the ages and attitudes of the characters in question, it fits perfectly, and THAT is what makes a dub good or not.
Do the voices fit the characters? If no, then it's a bad dub. If yes, then it's decent. If the dialog is good, then it's great. If the dialog is great, then the dub is awesome.

No problem. Seriously, dubs are only bad when the voices don't fit for a character in both age and attitude. (I've seen a few where the character had too old a voice for her role, or the voice Actor in question didn't put any effort into it.)
The only thing I'm wondering about, is if, no, WHEN, they dub StrikerS who they'll get to voice Subaru. It's going to be pretty hard to match her hot-bloodedness.
i would kinda think laura baily maybe for subaru because she can be pretty hot blooded and she would also fit subaru's funny side, she did play kuro from kurokami and she was both funny and hot blooded.

I'm happy with the dub work for these three characters at least. It fits the characters, imo.
I really don't see where emotion is lacking. The forcefulness in Nanoha's voice is quite clear, as is the sadness in Hayate's voice.
Fate's a bit less openly emotional... but that fits her character anyway.
