This is a demonstration of something called "Franklin's Bells" - a device invented by Benjamin Franklin to detect the presence of lightning. Generally, one can (well, bell) would be grounded, the other would be hooked to an arial (antenna). Voltage from the atmosphere builds up on the 2nd can/bell, attracts the hammer - which then is charged, and repelled, and attracted to the grounded bell. Simple but fascinating storm detector.
