I see nothing in the constitution giving the VP any executive branch role, only a congressional one (pres of the senate). If the president becomes unable to carry out his duties then the VP becomes temporary (or possibly permanent) president de facto and de jure. That's an executive branch role, but the former VP is then no longer VP.
VPs gain executive branch powers by the pres effectively making them cabinet members. Or not. VP job can be worth no more than a bucket of warm piss.

Let the sportscaster teach us what the Constitution means. Does he ever mention Article I section 3.4? He can't, because it doesn't fit his argument, and he can't admit that it holds weight.
