Um, yeah it is. Donuts are made by cutting rounds from rolled dough, just like biscuits and cookies. The only difference is that a hole is cut from the center and they're fried instead of baked. And they do actually sell donut cutters like the one Homestar's using.

I don't think you understand. That's how donuts have ALWAYS been made. And assuming that donuts would taste more like cookies or biscuits because they are cut is somewhat of a leap in logic. Do cookies and biscuits taste ANYTHING like each other? What counts is not the way they are cut, but the dough itself. Unlike biscuits or cookies, donut dough contains yeast and is vigorously kneaded, which accounts for the chewy texture. And as for the cut edges, they round off in the fryer.
