I read an arcticle on this, and capcom wanted MM9 to be 3D, but for some legal reason they couldn't, so 8-bit MM9 is born....

I never noticed before, but at around 4:50 when Mega Man is falling, the spikes and whatnot are layed out in the exact same fashion as an area in Mega man 2 (I think Bubble Mans stage)
