Howard Jubrey is a class guy. He used to be a Windsor Locks cop in the 70's. He responded to a car accident I got into when a woman cut out in front of me and I broadsided her. She was at fault and was hysterical. He cooled her down and wrote her out a ticket. He was professional. His relative was a WLPD Captain over 60 years ago.
