For the people whining that cars having to slow down make this a neutral energy gain and just an energy tax should consider some different applications. For instance, if you are breaking anyway, or accelerating.

Perfect for entrance / exit of parking garages, leading up to stop signs, etc.

I presume this never took off though!?

Anything that makes cars slow down will affect to vehicle's fuel efficiency. Best drive way for car means no slow down and no break. In my opinion, consumption caused by that kind of machanism should be measured, and then installation has to approved by users those who drive along the load where that machine will be installed.

then why don't we improve the efficiency of the vehicles passing over it...people who just look for problems are funny...

Energy is not free. The additional gas used by the vehicles passing over it is far less efficient than what would be produced at a power plant.

Just place it on a downhill section. It seems obvious that it is the weight of the car that is powering the system not the engine. The car may slow down slightly but there are many places where cars slow down anyway, this just adds a slight extra breaking force.
