We have the same kind of coops in France... they're really great ! That is "Fenouil"... in France they cook it with fish has kind of a taste close to aniseed. It's in the same family as celery but tastes nothing like it.

The only thing that sucks about living in MN is that we pretty much can only get farmers market type veggies and fruits during the summer. We just buy a ton of it and freeze it because I think grocery store veggies and fruits taste gross.
