I looked it up on tekken zaibatsu it basically broke it down like this Hwoarang is good for beginners who like to mash buttons..but it also went on to say that he is indeed a very deadly character in the hands of a master player.

As for Baek he is considred upper tier and I believe that Hwoarang is just below him..It really depends on who uses them and there skill level anyway!

Only if he isn't identical, or close to it, to Marshall Law. I can see them in the same game like with Nina and Anna. Otherwise, a pallette swap, like Kuma/Panda or Christie/Eddy, would be cool for the fans.
