No its not. But thats exactly what I thought when I first saw it. But, GTA IV on PS3 doesn't have glitches like that. Since the game is stored in the system and not on the memory card. I don't remember how it was explaned to me but its something like that.
Also if you look carefully, you can see that it has a dim shadow around it, in the shape of a oval. I don't know if its a really bad shadow of a shark, a submurged U.F.O., or a whale.

I don't know. But, if you look closely you can see a very faint shadow around it.
So I think it could be a shark, a submerged U.F.O., a sea monster, or a whale.
