Apart from the The Greeks video I saw a couple of weeks ago that felt more worked out and finished editing-wise, I remember myself doing effects like this within After Effects 5.5 (before the CS) using only the paint-tools that's inside there. A tablet helps with the drawing and make sure to use the option to only paint on a single frame...

What did I use this for? Why mussle-flashes of course... ;)
