Overpopulation is a greater problem than depopulation. Population growth cannot continue forever - at some point as the population grows something's got to give. The sooner a population stabilizes, the better. If we don't stabilize it, as China is trying to do, the environment will do it for us via famine.

Depopulation is a considerable danger. Not as great as war, ecological collapse, or some sort of disaster event, but it could create significant trouble at some point in the future.
You could give people some kind of vaccine, a mandatory mass vaccination with some stuff in it that makes people sterile :)
