I saw a similar thing at a craft fair many years ago. Instead of a comb-thing to hold elastics, it used a plastic toothed gear. You would load the elastics into each groove of the gear then rotate it back to hold it in place. Pulling the trigger would allow the gear to rotate one notch forward, shooting off an elastic.

And when the slide does move back it knocks the elastic bands off the sticks and with the elastic potential energy gained from the strait it send them flying foward

Rubber loses it's heat energy made when stretched after time. It takes a long time to load this, therefore the bands will not have much power. The longer time idol the more the energy decreases.
