They are called "mugger" or something similar (not sure, but it's rather special) and one of them usually has a sweetroll with him. also, once you loot the chest in there are 3 more of them spawning behind you

If anyone else remembers, the scene where Butch tries to take the sweet roll from the lone wanderer is taken directly from the character generation questions in Arena, Daggerfall, and Morrowind. It showing up in Skyrim has nothing to do with Fallout 3.
