I'm almost certain that Britney actually does sing when she performs (most of the time). BUT when the TV stations are editing it and making it all fancy and glossy they feel they need to improve the sound for home-viewing purposes, so they turn up the backing track and kinda drown out the live audio. Like if you were actually IN the audience live then you'd hear her real live voice (and possibly a backing track too). What you hear on TV is completely edited and altered most of the time.
