I would think 5 is reasonable, especially if you have to ensure that all Police Officers, despite of marksmanship skill, are able to nuetralize whatever threat which may be occurring. Teaching your officers to immediately fire 5 shots whenever applying deadly force appears to be exactly what they were trained to do. Good thing I won't be swinging a weapon at Police anytime soon.

I have shot their pistol qualification course of fire which requires you unholster one handed, put the weapon on fire one handed, and fire 7 shots, one handed, all within 4 seconds. This is from 3 yards away on a sillhoutte target.
