Before Elmo, it was THE Street. A regular city street with trash around the cans, muppets doing outrageous things and not being pressured by parental groups, and, of course, Count Von Count able to have his powers intact--along with maniacal fiendish laughter! Kids weren't pussies back then and they were rewarded with some good stuff.

The face-covering is a reference to the Bela L. version of Dracula & the whole reason for the Count's existance is due to the part of the vampire lore where it's said that if you put something--preferably something small, like rice--in front of a vampire, they would be compelled to count whatever that thing is before giving chase.

um, this is only a guess, but i think that the face covering could also be a tribute to ed wood's "plan 9 from outer space". lugosi died while they were still working on the movie, so they had a stand-in who didn't even remotely look alike. so he had to cover his face most of the time.

Actually that is not entirely correct. Bela Lugosi never covered his face when he played Dracula. In his last years Bela was a dying drug abuser and had to act in cheap B-movies by Ed Wood. In the infamous Plan 9 from outer space, Bela only ever shot a single scene before passing away. Therefore Ed Wood got the "brilliant" idea to get a replacement, which looked nothing like Bela, cover his face with his cloak.

The replacement infamously covered his face. Bela Lugosi never did.
