I think the big question is with the UK. Since Great Britain competes unified at The Olympics, you can't have separate teams for England, Scotland and Wales. Kind of gives them an advantage.
GBR doesn't compete in soccer at the Olympic level for this same reason. But I don't know if, at this point, rugby can be successful at the Olympics without British participation.
On the other hand, better odds for the US to medal! :D

Rugby was in the Olympics in 1924, and USA won the gold medal. Rugby should definitely be in the Olympics, it's a great game.

Sevens should definitely be an Olympic sport, if only to counterbalance all the crap that's in there in the first place.
