The main thing is that he follows the usual Kamen Rider concept: A normal man, modified or transformed by an organization with evil plans or ends, rebels and fights against such organization that originated him in the first place.

The Movie was a more mature take on the franchise and back then "genetic mutations" were in fashion in stead of the usual cybernetics.
