popular culture doesn't really follow the technicalities. While the 21st century may have technically began in 01, it will be remembered in history as beginning in 00, which is fine. People like round numbers...and 2001 isn't really a round number. 2000 is a nice round starting point, so it makes since. Just like we start off decades with 1970s, 80s,90s,00s,10s,2020s. It would be weird if decades were named off as 1971s, 2981, 91s, 01s,11s,2021s...wouldn't feel right...

2000 wasn't the beginning of the millennium. The 2nd millenium AD ended December 31, 2000 and the 3rd millennium and 21st century started January 1, 2001.
