The intent of the troops is to clear insurgents and stabilize the area. If civilians are killed, it is unintentional. Obviously, no kind of death is desirable, but you have to be blind not to see a difference between the two.

Just to fix a gross error I've been noticing in the comments: There is a HUGE difference between murdering innocent civilians, and collateral damage. The intent of the troops is to clear insurgents and stabilize the area. If civilians are killed, it is unintentional. The attack on the U.S. via the World Trade Center was specifically designed to murder innocent civilians. Obviously, no kind of death is desirable, but you have to be blind not to see a difference between the two.
