I have seen these same light phenomenons on a clear winters night with my bare eye in the countryside of Finland. I am genuinely interested to know what they are, since weather balloons (to which many of the clips in this video can be attributed to I am sure) don't accelerate/decelerate nor do they change course like that. Oh I have to add that looking at the first clip on this video...I am going to say the arrows are pointing to random space debris. Notice how you hear what sounds like thrusters and a flash of light.
