Depends on luck. I think their quality is degrading. They reached their peak in 2002 (and before that 1930 I believe). For many years they simply didn't qualify. Who is to say that won't repeat itself? BTW, The Copa America 2007? That hasn't even started yet. Argentina, Brazil and Ecuador are playing in it too. Nuf said.
