When you're on a stack that tall, there should be guy cables installed. The guy cables get anchored about every 200'. Run a carabiner from the guard rail to the guy cable. Also, why aren't you using mitered sections on the scaffold? This whole set up is wrong is not the safest method. What company is this?

umm all cables and ropes WERE tied off on clevises mounted in the concrete at the bottom. and they were pulled as tightly as possible by hand BUT when you are dealing with 1000 feet, when you get to the middle you are certainly going to have some slack..... i mean what? do you think we should have used a come-along and possibly yanked our lugs out at the top? i myself did not care for that particular option...
How about a separate winch controlling a tag line? This way you would hold the skip pan out away from the chimney until you are at the level you want to paint and then let it in.
At least that is how I would have rigged it. Thank God they didn't get any REALLY strong winds!

heres what you do ... start yer work at the top as the stage gets loose , tie in your cable with tie wire twisted together tied to a fastner in the wall how u can,tapcon with washer.. pull tite.. work yer way down, every time stage gets loose... tie in ..if yer ridin to the top all the time make a temporary tie in , unitie as you go up, when yer done your drop, take a ride to the top,and untie and unscrew, fill yer holes on the way down... LAST TRIP... scary but the only one.....

Just asking, I have a small amount of swing stage experience and I can't visualize WHERE you would tie to the concrete ? Above or below ?
