that's what most lizards do to display for mating, anger, or distress. this one thought there was another lizard challenging it. most likely a male depending on how this species males and females act, but the reason he is bobbing up and down is to show he wont put up with no shit, a challenge basically to his reflection which he of course thought was another lizard.
