Ya Code 3 is like Whelen or similar. But in LA County for example where I work Code 3 is lights and sirens get to scene asap.

By law, in Texas at least, you do not have to(and shouldn't) stop for car that has no police verification on it. That's why police usually have little stickers that are almost transparent on the back that say "Unmarked police/ Police vehicle". But still you should wait for marked cars to show up to pull over.

DO NOT pull over for such a vehicle. Any idiot could illegally install such lights and use them to pull over people for purposes of robbery.

Instead, with emergency flashers on, proceed at a slow speed to the nearest police department or if you spot one a marked vehicle. Donut shops are a good place to look.

Call 911 and report the suspicious vehicle behind you.
