I can only guess by the very tiny icon on the right, this person is laying down color with the pen tool (which in SAI is just color, not vector) and then using a very big, soft eraser to soften it. It doesn't look like the blur from here, but if it is, it's set low.

That makes a lot of sense now that I think about it! So the shading an stuff is on a separate layer so it can be erased without the base color being too right?

Yep. Lots of layers make things really confusing, but also let you do lots of neat stuff, too. It's possible to do the same thing as here, only instead of the eraser, you could use a big, soft airbrush.

Oh, thank you. No, I don't have any tuts good enough to mention. I happen to know this stuff because I'm an artist myself (not quite so good as this, not near it at all!) and I use the program in this video, Paint Tool SAI.

You live in Japan. I do not know about the laws there but in the US it is. "The copyright infringement of software (also known as software piracy) refers to several practices which involve the unauthorized copying of computer software. They didn't use Photoshop CS3 but Easy SAI Paint tool version 1.001,I know at first sign that it's this program,I own that >_>...And the program is japanese anyway...About 5000 yens...or 50 U.S $...

There are gradients on SAI. :)

But they're hand done rather than a tool just for that. As in, use the airbrush, the cut out the area you want to use and enlarge.

There's a tutorial on that in one of the official SAI pages.
