Dobbs is a liar-if that surprises you, you need to turn off your television and get out more. Leprosy, also known as Hansen's Disease, is reported to the CDC on a weekly basis because it's a federal law. The numbers are reported every week in a publication called the MMWR, which is on the CDC website. There have been less than 200 cases in the past 2 years.

They may not make up numbers but they certainly exploit ignorance. Leprosy is a bacterial disease that is slow to cure, barely contagious, and easy to treat. What Dobbs does not tell you is that these cases of leprosy do not really increase the chance that other Americans will get leprosy because you have to exposed for many years to the disease to get it.
