I get this effect I have termed "Lenz Propulsion", simply by placing 2 coupled diametric tube magnets inside the core of the a bililar tesla HV output coil. The coil acts as a capacitor that spontainiously stores a charge from the magnets while stationary. I believe this has the effect of retarding the coil charge till the rotor magnt reaches TDC, like you outlined, and pushing the rotor instead of slowing it down. The rotor accelerates when the bifilar magnet core output coil is positioned.
