Apparently Turtle isn't really based on anyone, they just thought he'd be a good character in the series ( they talk about it in one of the audio commentaries, not 100% as to which one ).
according to wikipedia he was based on someone who had a similar role in marky marks life in early career, he auditioned for the part, but didnt get it
