Corrupt government officials, silly folks voting people into office based on popularity. I say they are all to blame for the mess. This has been going on for years now, nothing much has changed.
i saw the same type of fish, over a year after the lafayette mine spill, while swimming in legazpi city. a small school of four or five fish came swimming at me at top speed, on their side. the spill must have long term effects on the fish...and we should not have been swimming in that ocean.
