It's called the Bystander Effect...it's an actual, diagnosable psychological disorder where people choose not to "get involved." The most famous example of this is the "Kitty Genovese" story of a woman who was killed infront of her apartment complex, and 36 people watched her get repeatedly stabbed and chased by a stanger.
