It's the capital of the ultraconservative mexican catholicism, how progressive can that be? It's big population is very ignorant and the opportunities for the young professionals are very low. Lots of its habitants end up emigrating to USA, the water is very limited and the traffic is a mess. But the "city" is relatively safe as compared to other big cities in Mexico.
