@jonamation247 , it is a clip from the film "Topsy Turvy" a 1999 movie about Gilbert & Sullivan's work in creating the Mikado. I highly recommend the movie.
Savage is just incredible as Grosmith. Totally nails the minor details, like Grosmith already having been famous, coming into operetta from the music halls, etc. He and Shirley Henderson are incredible in this movie.

@DanS24106 I think it is in the film, just after you see Gilbert getting the idea for the mikado when the sword falls off his wall.

An absoluetly brillent film in every respect. The performances are uncanny, every one of them. It is an ode of love to G&S.
