It's possible to go to the Town Center as the submarine. You just have to press B when nearby the octopus, and swim up, and then get out of the water by taking the ramp.

Actually you can drive the submarine on land, if you hop out of the water by accelerating up through the surface and land on the ledge that the Mumbo pad was originally on.

you should have done the sub first. because the boss it a lot easier to fight with the sub rather than normal. the aiming is better, unlimited ammo, and better movement.
