Interesting question, This country was not only built by those who 'assimilated' (remember those forced here in chains 'removed' from their homes and forced to speak a language other than their native tongue?). The line drawn is not straight but in fact rather mercurial. if your premise is correct than you and I should be fluent in Cherokee, Sioux etc.. It takes time to learn a new language and culture and for those who have taken refuge here, patience, tolerance and compassion go along way.
So where should we draw the line on this? Should we print things in German, Spanish, Korean, Japanese, Italian, Polish, Chinese, Korean, Russian? This country was built by those that came here and assimilated into it. If these people can not have the respect to learn the language of the USA that so many other immigrants have done maybe they should stay at their home country.
